I'm not quit sure for the screen, but try probing trough the control pannel. I do know sound. Go to Control Panel, select Sound, Speech and Audio Devices. Than select Change the nouns sheme and you will get a skylight displaying a list of sounds and audio devices.
EXAMPLE:
Autorisk
Close Programe etc.
Finde Exet Windows or scroll down to Start Windows and when you select let say start window, select browse and a window will pop up asking you where on earth is the media directory. When done, click OK and Windows Start is when you start up you system and you here that short nouns and Exit windows is when your shuting down.

Go to the control panel then select for the Taskbar and Start menu deity and choose for your desired application for your taskbar and start menu option. For the startup and shutdown sounds simply go to nouns and audio devices at the control panel, and choose for your options.
